He is lying. He just sometimes lies and sometimes tell the truth.
And it just happens that statement is a lie.

He is telling you the truth because he is saying he is incapable of telling you the truth(which is a lie) and he has already told you he lies about everything(which is true) .....so his statement is "true".

All he has told you is that everything he says to you is a lie. e doesn't clarify who's lie it is. He could be telling the truth about another person's lie, or he could be lying himself.

he will be lying - in reality he means the negative of his statements are true so his statement would be interpreted as
"not everything I say to you is a lie"

he is telling you that what he tells you is gonna be a lie . so he is truthfully telling you that whatever he is telling you is a lie and so lies cause what he just said was true and not a lie.
