While Jordan/Wilkins etc are the most popular picks, my choice is Edgar Jones. He played for the Spurs/Nets/Pistons/Cavs. The thing that made him stand apart is that he did 360 and windmill dunks while being guarded tightly. I remember him coming down on one fast break with a defender, and while any player can deliver a facial and dunk on someone, Edgar did a 360! With a guy on him on him and nearly fouling him. For Edgar, that was normal. He wasn't a huge scorer, only an ok rebounder and defender, but he was all about dunking on people. Anyone can dunk on a fast break or in a dunk contest...but to do a dunk contest caliber dunk with a high degree of difficulty while being fouled stands out for me.

I would have to say Michael Jordan. Not only was he the best dunker of all times, he was probably the most talented and best overall player of all times.

Runner Up: Dominique Wilkins.
