Once the very basics are mastered, then your dad should be let loose to discover for himself.
I think it would be a good idea to suggest a specific task at first, such as using a search engine to find information, choosing from topics that interest him. This can be made easy by using an engine such as Google where you can set preferences, especially 'Open search results in a new browser window' so that he does not get lost.
The other major task from your point of view is to illustrate the vast possibilities that the internet provides - make your dad aware of what can be achieved, including the scope for personal communication.

www.howstuffworks.com

( This site has great graphic explanations on a very very wide variety of topics)

this is the best site but you'd have to be beside him to show him how to navigate through this site. Wikipedia, is advanced. It's like encyclopedia, definately a no-go. BBC i dunno.

Sit beside him for an hour every week, for a week, there you go.

Since your dad needs to learn the basics
A good place to learn is a senior center
They usually have computers and volunteers

Learning live is better than sites

It's for kids, but this site covers a lot of stuff.

Really the best way is for him to just click about, make mistakes and learn from them.

Learning how to search effectively will save a lot of frustration.
