Land near rivers is very fertile. In the case of many areas in the North American plains, the flood plain next to a river can be many miles wide. It would be a hardship for many to move even if one had the money and a job waiting somewhere else. The world also depends upon these people staying where they are as they are essential to the economy. The vast floodplains are where crops for human and livestock consumption are grown.
Also, when you think about it, there really is no place on earth that is 100% safe from the ravages of nature. There are risks to those who live anywhere whether it be earthquakes, wild fires, volcanoes, hurricanes, pestilence, mudslides, draughts, sinkholes, blizzards . . . not to mention the human-made risks . . .

well i say its personal choice and also money etc. you see i live in new orleans we came back because we love it hear yeah we get hurricanes a times n the last one was terrible but its hard to adapt to some other city esp since in some other cities the rent is so high supp in some places u pay 2,000 for an apt etc it use to be real cheap (the rent) here but now its expensive since stupid katrina. i also say its hard to start over and find a place so thats why they decide to rebuild also prob theyve been theyre for a long time. so it mostly has to do with how u feel about the place. if another hurricane like katrina comes again im still going to come back. u can call me dumb o whatever but i love this place n wouldnt leave it unless i really had to other than that im coming back

Generally, real estate is cheaper in the flood prone areas. Sometimes, when the view or location is great, they are actually more expensive, and then it is simply because they love it there.
For some people, the prospect of moving somewhere else is not something they want to think about. Rebuilding seems better than moving.

i wonder the same thing about the people that live in hurricanes risk states. i know that we live in a area of earthquake risks but earthquakes happen once in a blue moon and hurrican are very often happening. so i guess this subject is one of the many thing that no body would ever fully understand. we must just wonder but never truly understating why would people choose such places to live. (life mysteries)

Honestly, it must be cheaper to live in bad geographical areas. That is the only thing I can think of. New Orleans has one of the most famous ghettos in the country.
