It's your email service's way of telling you there's something wrong with your message (i.e. the email address is wrong, attachments are not allowed etc), the server it is routed through, or the recipient's mailbox (might be full).
It is also a way for spammers to circumvent more powerful spam filters, so you might get bounced emails you've never sent.

This is an automated program that provides ISP's a service of mail handling and routing--It is not a who--it is a what--this program does not sign in on mail it delivers only on the mail it returns

Hi, I get the Mailer Damion thing when I sent e-mail to people who supposedly don't have those e-mail addresses.

It's what comes back at you when you send an e-mail out to someone with a "wrong" e-mail address.
Also, there are phoney ones, (that look real, but aren't), that have virus' attached!
