I take it you have dsl guessing of course if you do then your phone needs a dsl filter on it. Or is that second phone line a SECOND PHONE LINE? is it hooked to the fax line somewhere and they said ok it is fixed and ripped you? you can check that out put a phone on both lines then try to call the other line see if it rings or busy
if it does then hmm replace the dsl filter that is cheap! if thatis used then it could be a loose phone service? from the pole to the house that might run you upto $80 to get checked but when the phone wire runs in your house you check it!ifit looks ok then unplug everything else but phones and fax and have someone fax and phone you on the other line see if it works if it does start plugging things in one by one until it stops working then you will find the bugger. if it is down to the phones and the fax try a phone to phone first then phone to fax it might be the Fax
