A Fez is a hat - like the shriners or abu from aladdin wear, in this case however it stands for "Foreign Exchange Student." (The spelling is poetic license.)
They don't ever say where Fez is from. He's foreign, he's from some small possibly latin country that was at one point run by the british. Even the writers have no idea where he's from. They make many references that hint at one place only to hit at a completely different place in a different episode. It's similar to the muppets, where the fact the no one knows what exactly Gonzo is is a series long running gag.
Jackie doesn't have a voice over, that's the real voice of the actress who plays her - Mila Kunis. She also voices the teenage daughter on the cartoon "Family Guy".
Danny Masterson (Hyde) - has been on "Cybil" as well as recurring roles on Party of Five," "Roseanne" and "NYPD Blue." Masterson also has guest-starred on the series "Grounded for Life," "Sliders," "Empty Nest," "Jake and the Fat Man" and "The Tracey Ullman Show"
Donna only had 1 mom - Midge, thought her father dates several women over the course of the show.

Fez stands for Foreign Exchange Student, it was never told where Fez was from, it was kept a mystery, Jackie voices over Meg from Family Guy, Hyde was on "Jake and the Fatman" and "Joe's Life" in the late 80's and early 90's, Midge was Donna's only Mom, but Bob dated Joann and Jackie's mom too. Midge was on Charlie's Angels, and two other titles are "Teenage Wasteland" and "Feelin' Alright" even though there are also two other titles considered.
