Well lets see, if you dont know his name, try to find out, without being stalker like. If you do know his name, next find out if he's single. If you know both already, smile at him when you see him around, if he smiles back wave and say hello, how are you. I dont know how close to you he is, but when i'm interested in a man, i just start with simple conversation. Questions that are lighthearted and not to probing or personal are great, hobbies, family, community are good topics. If you have any sort of confidence issues, give yourself tools, to boost your confidence, many guys i know love being approached by a woman.

Try finding out where his usual hang outs are and be there. Don't approach him just make sure you're seen. It'll take awhile but eventually you'll have that "You look so familiar" conversation and it's up to you from there.

Say the following: "Hi my name is..... - I see you around the neighbourhood and wanted to say 'hi' "
It worked for me (I'm a guy) on a girl I really liked who lived down the street.

Well if he lives that close to you than it should be easy to run into him. Just casually walk past him or something and say hi. Just start talking to him. Just something small like "hey, I'm ..... " something like that you know??
