Hmm... Good question!

The reasons are:
1. Time
2. Feelings are short lived

Time causes all feelings to fade. It is not only happiness... all... all feelings are a matter of time. Take for example he most beautiful scenery or sunset you have ever seen. You can admire it for only a few minutes and not more than that.

All feelings, be it happiness, wonder, sorrow, love... they are all meant to hold our mind for only a short time. They are quickly replaced by other feelings. They cannot stand in our mind permanently. This might be another reason why we cannot hold back happiness.

And I have a feeling that it is something like a restoring force. When you disturb a pendulum, for example, it will constantly try to get back to its equilibrium position. Similarly, the equilibrium of our mind is perhaps that of a feeling-less state, so every feeling is pulled out to reach that state. But then, this is only my vague idea of the concept.

I also feel we need not stay happy all the time. Happiness, like sorrow, is only an extreme feeling. We can just be.

Also, we cannot complain that we cannot stay happy all the time, because if we could, life would have been a total misery. Because then, if we are sad, we have to be sad always. Great griefs are forgotten because of time and the mortality of feelings. Because of this, life is not such a bad place to live in.

If every waking moment of your life (and dreaming I suppose, if you recall them) were happy, how would you know?

You could see others experiencing events that they described as unhappy, but heck, you'd still be happy, so you wouldn't have anything to compare it to.

We live in a dual existence. There is always an opposite to everything around us, even if it's difficult to find or to see.

The only reason that we have a concept around happiness is that we can compare it to times when we are not happy.

its difficult to remain happy always coz the human mind recognises othe emotions also nd when u feel sad it is very difficult to be happy

well we are human adn we have so many feeling and so much can happen that takes happiness way at times

when you failed to do your duty for that day...you cannot be happy...
do your duty as a son,daughter,friend, mom, dad,student....
the rest surrender to the all mighty....
never expect
