Keep Vernon Wells, he's an excellent player, and always comes through, unlike Soriano who goes through his phases.
Capuano is a good option, if not try Arroyo, or Garland.

Keep Soriano. Wells is having a career year and has been accident prone in the past. Soriano has a bigger "up-side" with SB, as well. The other 4 categories would probably be a wash. Capuano would be a good move, but I also like Chris Carpenter, Mark Buerle, and especially Francisco Liriano!

Keep Wells. He's a Gold Glover and Soriano is not the most dependable fielder (I know defence ha nothing to do with fantasy baseball, but still). Plus Wells is a consistent player who now has protection in the lineup from Troy Glaus, giving both of them great years offensively. The Nats don't have much at offense, giving Soriano not much protection in the order.

The secret of Salary Cap FBB isn't having the best players on your roster, its having the Hottest players that will make you the most $$ for you investment in the shortest amount of time.
Go for youth movements. Chris Cap isn't a bad choice, Liriano, Verlander, Chris Young and John Lester would be near the top of my list, if they any of the first 3 (Liriano, Verlander, C. young) are less then $4m, grab them and sit on them for a while.
remember, the goal is buy cheap then sell high

Keep Soriano. Wells has gotten injured and he won't give u SBs. While C. Capuano doesn't ask a lot.

There is no way to answer that question without knowing the salaries of the players, the salary cap limit, the salaries of the pitchers available, etc.
Always keep the talented players. Fill in holes with cheap players.

Soriano may get traded by the deadline. RFK is harder to hit HR's BUT the NL is not loaded like AL. Capauano is a Top 5 SP right now.

Keep Wells he plays with a team that has people get on base and he can get a lot of RBIs. Also if you were to get a pitcher with this money you should get Francisco Liriano or Jose Contreas but I would suggest Liriano.
