Because Russia was invading and taking over their neighbors, that's why. They had an extremely aggressive expansionist policy and China (besides Tibet) doesn't. Not only was Russia invading their neighbors (which they are now suffering for, think Checneya and terrorism from it, when they held a few hundred people hostage in Moscow in the Theater), but many of their now "satellite" countries are now unstable economically since they broke away, dragging the Russian economy down with them. Russia has to maintain a military force in some of these countries and often can't even pay their military for months at a time. Russia also had a strong spy force in America to worry about, that was another reason for the cold war.
China, while pushy, stays with its borders (for the most part) and maintains diplopmacy since the early '70's. As long as diplomatic channels are open, China feels safe and so does America.

It's not up to the United States to "allow" or "dis-allow" China to prosper economically, it's completely up to China. What would you have the US Government do to stop companies from exporting jobs and technology to China? It's not up to the government, it's up to American businesses. Do you know WHY American businesses use Chinese labor to produce products? Because it's COST EFFECTIVE!!! Let's take a car for example. When GM has to pay a JANITOR $25.00 dollars an hour to sweep the floors at the car manufacturing plant simply because he or she is a member of the United Auto Workers labor union, it forces GM to sell their product on the market for a much higher price! When his Chinese counterpart is paid $1.95 per hour because the government in China subsidizes EVERYTHING in his life (i.e., his house, his medical care, his transportation), how can American businesses compete? It's not the governments fault, ...it's American business who is to blame, plain and simple.

world has undergone a tremendous change since cold war the anti communist tactics used at that time to isolate USSR will not work against china mainly bcoz china has already developed as a partner to most of the nations of the world including us in one or the other Field of international trade.

China has cheap labor and has opened markets up to the US. We are huge trading partners. Very different situation. China is limited in its ability to compete with the US. Most of China is very poor and the basic needs of their large population take up most of their resources.
