So, I am looking at jobs and most of them have hard to achieve qualifications for a newbie. For example, one says "required 3-5 years experience". So if I only have a year's worth of experience will they not even consider me, even if I know what I am doing? Another example is "knowledge of microsoft publisher a plus". If I don't know anything about that program will they not consider me?

If they say "required" then it is almost impossible that they'll consider you. If they say something is a "plus" then it doesn't disqualify you if you don't have it, but it puts you ahead of the others if you do.

And I don't recommend trying to get jobs that you're not qualified for. I once had an interview that lasted five minutes and most of that was the guy telling me how I was unqualified; as if it was MY fault that I got the interview. I hadn't even lied or anything, but he chewed me out and it was fairly embarrassing. Oddly enough, the receptionist had told me that I was "perfect" for the job, right before this happened. Maybe she just liked me.

Oh, and one way of getting software experience you need is to work for good temp agencies. It kind of sucks to be a temp, but they'll train and certify you for the software. And you can put that on your resume. I once passed a software test for Quickbooks, though I hadn't ever used the software before I took the test. So I put it on my resume.

It depends on the job. There are probably reasons why they require 3-5 years experience, however, if you have a formal education in the field or experience in a related field, you might get hired.

When something is a "plus" it means that knowing it will make you more valuable to them, but it's not an integral requirement of the job function.

Each job has to select from a list of qualified candicates. If a qualified candidate with 3-5 years of exp and knowledge of MS Publisher shows up, then admittedly they have better chance.

However, some job requirements are pretty diverse and therefore it's hard to find people who fit the profile exactly. Your best bet to be to apply and hope that they will consider your strengths over your weaknesses. Also, you might turn up to be the most qualified candidate after all.

Time in school learning your trade also counts as experience. So, if you went to school for 2 years and worked 1 year you have 3 years experience.
