I think a womans looks is more important than a mans in all societies, not just western. I've seen it all over the world, even the middle east, where man women are forced to cover their faces in public. But in private they still wear makeup and fix themselves up, no different than in the west. In the orient many women carry umbrellas in the summer to keep their skin white, and yuck, pasty pale. In latin america the women spend a lot of time in front of mirrors.
It has not been, until the dawning of the metro man, that men should be "pretty". Being handsome is something that few men were graced with, and makeup was not gonna happen. Now we have the metroman, (yuck), and these closet fairies are spending more time in salons and beauty shops than their vain girlfriends.

Because, in bygone times, a woman was only judged on her appearance, she was only of ornamental value. Nowadays of course this has changed but the old prejudices still linger.
