It isnt the best, its actually been voted "The Worst Movie of All Time". It is NOT the worst movie of all time though. That honor goes to "Red Zone Cuba" or "Manos, the Hands of Fate".
"Plan 9" at least followed a narrative. It went from one scene to the other in logical order. While the dialogue and the technical aspects of the flick are lousy, the actors untalented hams and the direction of the movie muddied and hard to follow, I DEFY you to sit through "Red Zone Cuba" or "Manos" and then tell me what the hell happened during those so called movies.
"Red Zone Cuba" was directed by the guy who also gave us, "The Skydivers" and "The Beast from Yucca Flats". Coleman Francis directed all three of these movies and you can tell he had a real drinking problem during filming. Only in "Red Zone Cuba" did he disregard his usual stable of no-talent actors/producers and decide to star in this movie himself. He looks like nothing so much as Curly from the 3 Stooges, trying to outrun the law. Him and two of his buddies sell their truck to fly to Cuba to take part in another "Bay of Pigs" invasion, although since there are only like 7 mercenaries to attack Cuba, the whole thing is pretty laughable. They get caught in Cuba, they escape, steal a plane from a "Cuban" airfield (which is actually New Mexico and looks it) and somehow get back to the US where they immediately start committing crimes again, until theyre killed at the end of the flick, The ending line is as laughable as the rest of the of the movie... "He ran all the way to Hell, with a penny and a broken cigarette."

It is the best Worst movie ever. It is so bad that it is good. There is an arc of bad that when a movie gets so bad it starts to become good and in the case of Plan Nine it becomes great. Anyone can purposefully make a bad movie a la Uwe Bol but it takes a true genius to TRY to make a good movie with great enthusiasm and fail miserably. What made Ed Wood so great was his sincerity. Besides how are you ever going to top lines like "Sometimes when I get lonely in the night, I reach over and touch it". That's just classic.

Think about getting reading glasses. Plan Nine from Outer Space is on everyone's WORST movie list. It's so bad and so confusing that many people find it unintentionally funny.
I tried to see it once and fell asleep. All I can remember is the crick I got in my neck. I doubt Mystery Science Theater 3000 could get this turkey to stop gobbling.
