I think you gather signatures and run for the office. A similar procedure has helped many make it into the U-S Congress.

Through a series of definitive choices. Unfortunately for the idiot, he or she may not be conscious of any or all of these choices, and proceeds blithely to idiotdom without a clue of their... um... increasing idiotness. Village Idiots do many things; few good, some bad. Mostly, they accomplish meaningless little actions that drive the rest of us mad with their utter void of usefulness. I know at least one... but my village is big enough for quite a few.

I think you have to go to England first, and travel back to medival time when they had village idiots. :)
