Maybe I should have specified you can ONLY use 4 fours, no other numbers!!!!!

[ the quantity four squared plus four minus the quantity four fourths ]

i will say no, if you are only allow to use 4 fours. if other numbers are involved the it would be 4X4-4+4+3=19

sorry but there is no square root key on the keyboard, but here is another answer
((4+square root 4) /.4)+4=19
4+square root 4 = 6
6/.4 = 15
15+4 = 19
