For your all-in-one printer, you should really install the software and drivers that came with it before operating the printer. The install will guide you through connecting it to your PC correctly and when to turn it on to initiate the configuration for your computer.
Before you do that, make sure you are positive your printer is hooked up correctly.
If you have done all that I've said above, then it's possible that either your cable between the printer and the PC is bad, or your printer is bad.

Install drivers, special software, check the cables, uninstall everything, reinstall it with Admin rights on XP, reinstall XP.. Ugh, though I'm a helpdesk agent the only proper answer is: buy a Mac. Connect your printer to it. Bada bing, bada boom.

You may need to install drivers for your printer.
Go to the manufacturer's website and search for the model under their support section. They should have downloadable drivers that you can install on your computer.
Or, go to google and search for:
Brand + Model + operating system + drivers
example: HP Deskjet 840C Windows XP drivers
