Society tells us that our parents love us when everyone else fails us. For some of us, this is simply not true, but it's a child's (adults too) inner pull to always love and look after his/her parents. It's instinctual. Unfortunately, this is also the reason children won't speak up about being abused or neglected or when things like what happened to your friend. They don't want to betray their parents regardless of how unhealthy the parent is.
With that said, I'm not sure if reporting his father for fraud would help the situation. Is there a possibility they would reissue some funds for him? Maybe it will help for him to find some resources for himself so he has basic needs handled.

Blood is thicker than water. If his dad has been doing this for a while then the son may just accept it.
In that situation I would not report it, but I would encourage your friend to report it. Sometimes an intervention is needed and maybe some jail time will help straighten this guy out.

Sounds like fraud. The Red Cross needs a better system. They should give gift cards for certain stores, then make them sign something at that particular store that he used the card for that particular reason. People sell food stamps for drugs, too.

Yes I would report this. It's the reason they do gift cards to keep from just handing out cash... That's just plain wrong... Be a support for your friend, help him see that he needs some help here with his Dad.. Maybe seek some counsel.

No. This should be my last option. I see a series of other things for a son to do in order to help his father recover from the addiction and become a normal person.
When children get involved in drugs or do minor frauds, parents do not report them directly. They do everything they can to help them to get back to normal life. Dont we have the same responsibility towards our parents?

I would report him. They more people get away with, they more sinister they become. You have an obligation be it anonymous or disclosing your name. This is part of the reason why insurance policies are so high. We ALL pay for what your friend did. Look towards your conscience and do what you feel is best.

Both of them are pathetic one for taking money that a truely needy person would use and the other for covering up and being an enabler to his father's drug use. What lack of charecter on their part.

unless the dad recieved a reciept for the drugs, and you have proof that he spent it on the wrong thing.
