most likely. i say this because for much of the 1900s the United States had a state policy for international involvement. This led to it's acquisition of land in the phillipines, guam, cuba, panama, and hawaii, puerto rico, I have no doubt that United States would have said yes if it was asked by Japan.

Japan is having a natural population flux. In a few decades the population will rebound, not much but just enough. Japan already has too little real estate for it's population so they can afford to loose a few million people.

Japan can solve that kind of problem with technology.
US is totally different from Japan.

I don't think so. Too much political crap and red tape to jump over. Then you have to deal with China, and I'm sure they don't want an @$$ whoopin'.
