I'm not sure what you're looking for there. Normally the city & state cannot be sued. If you try, chances are you won't succeed. For obvious reasons, too. We don't want people suing the government, because that is taxpayer money that will be paid to the person, and that's a waste. It can be done, don't get me wrong, it's just not easy to do.

The money comes from the person suing the state. If the state loses, it is government money that will be paid to the defendant.
They are called General Fund.

Some use insurance companies. One of the towns by were I live can no longer find an insurance carrier due to all the lawsuits. So, they had to make major budget cuts.

Taxes, in the end its taxes.
But I don't mind, its when we as citizens are not able to hold government accountable, that we have real problems.

money is monet is money. if the govermemnt owes you money, poff, they must pay it like anyone else. all money comes from taxes one way or another
