Yes and no. It depends upon the situation.
A few years back I was in the same restaurant as a celebrity. I wanted his autograph. Every so often, I discreetly glanced at his table (about 4 tables away) to check on the progress of his finishing his meal. When he and his party exited the restaurant, I discreetly followed. When he was outside, I politely said, "Excuse me for inappropriately interrupting your evening, but might I possibly have your autograph?" He (whom I'm sure has signed millions of autographs) said: "Oh, no interruption, sure I'd be glad to sign, and, thank you for not approaching me during my dinner." He was very pleasant and very accommodating. It was a good experience for me.

If you are polite and not invading on their privacy, most famous people are glad to give you an autograph. I would not interrupt a meal or a family outing.
I was in a Hawaii nightclub one night and recognized a soapstar from As the World Turns. I told my husband and he said go ask for an autograph. I didn't want to bother him. He went over and asked for it. The soapstar invited us to come sit at the table with him and his wife and told me not to be so shy. I couldn't believe it.
Another time I met Richard Simmons in an airport. He was quite obvious wearing his little short shorts and all. I was kind of scared to approach him, but someone did before me. He gladly signed an autograph. He put on a little dancing show for us and started telling jokes. He signed autographs galore. He was hilarious and seemed to be loving every minute of it.
As long as you are not rude and demanding or really interrupting their personal time, I'd say go for it.

I live in LA and I see celebrities all the time...I've never once asked for an autograph.

I met Dan Radcliffe once in Sydney. And I wrote twice and he is a sweetheart. So I got 4! By the way, he came to me, not the other way!

Sometimes you don't even have to ask. Often times they will just start "signing ".
All you need to do is get in line .

besides its part of its job to sign autographs!
