Tools --> Internet Options --> Advanced --> Under Security -->
check box for "Empty Temporary Internet Files folder automatically when browser is closed"

Another solution is to not allow Windows to store them in the first place. To do so, go Tools --> Internet Options --> General --> (Under Temproary Internet Files) Settings --> In the box where it asks you how much space to leave for temp files, enter in 0.

You can set a Scheduled Task (in the Control Panel) to run Disk Cleanup. You can set it to run however often(daily, weekly, etc) you want. To save space you can go to Internet Options and set the amount of temporary internet files to keep to the lowest setting.
