With a capital I it means the Internet - the one and only Internet that everyone is hooked up to. The Internet is the interconnected system of networks that connects computers around the world via the TCP/IP protocol. Since there is only one Internet, it is a proper noun and should have a capital I... but that might be changing.

Television, Radio and other terms used to start with a capital letter, but as they became popular changed from being proper nouns (which are capitalized) to regular nouns (which are not capitalized unless they start a sentence, are part of a title, etc). As radio, tv, etc became more common, they became regular nouns. The Internet is a bit different, since there is only one. But, even though there really is only one, it is common, so people are arguing to drop the capitalization of the I.

MS Word will automatically capitalize the I for you. So, if you use Bill Gates as your dictionary, the I should always be capitalized.

Internet with a capitol I starts sentences, internet with a lower-case i doesn't. No difference in meaning. The word intranet has a different meaning than internet.
