If this is an optical USB mouse you can solve it temporarily by unplugging and plugging it back in. If this is a mouse that has a roller ball.. Twist off the back of it and take the ball out, use q-tips and alcohol to clean off the rollers on the inside of the mouse and dip the ball in alcohol and wipe it off until clean & dry, replace everything and try it out. Ultimately you may just need to get a new one. If the pointer is not moving but everything else is maybe you should go into your control panel and check your mouse setting such as the pointer speed or something or it could be time for a memory or video card upgrade. All that slow stuff can be attributed to a memory bottle neck.

If it's a cordless mouse, the batteries need to be changed, or recharged..

Yeah, if you have a track pad on a laptop it might be especially dirty or even too warm on one portion of it. This will cause the mouse to become erratic. Try wiping it clean. if you have a ball mouse that could be dirty, if it's a optical mouse, there might be a short somewhere and youre better off getting a new mouse.

Its usually caused by having an optical mouse. You can see if something is caught under the mouse (such as a hair). You can also try getting a different mousepad. You may need to get a new mouse if it is happening often.

If you have a wireless mouse, the batteries may be getting low.

Otherwise your mouse may be going bad. Go to an electronis store and get a new one and try it out. They are under 30 dollars. Keep the receipt so that if it doesn't fix your problem you can return it.
Good luck!
