Yes, men may develop female mammary glands aka TITTIES
Your body consists of a scale of justice sort of thing with female hormones on one side and male hormones on the other. If a male for some reason had a hormonal imbalance he could develop secondary female characteristics

I've heard smoking pot for many years can lower testosterone in males and cause them to grow breasts.

Oh, yeah, when hormones are out of wack, or maybe they are trying to change sex and want them out of wack. Sometimes the issue is merely fat and, like women, that is one place to store it.
