The short answer is that the US is actively discouraging travel from countries that support terrorism following the attacks of 9/11. It isn't fair to those who are anti-terror, obviously, but there's no way for American officials to distinguish between those who do and don't support terror.

My son tried to get his father here from Iran, via Turkey. The American Embassy took our $100 for a pin. number to call, we had our appointment, and finally, they just flat out said they were not allowing Iranians into the Country. I imagine it is the same for Egyptians.
But they have a lot of people to get the $100 dollars from on a daily basis. I have heard that a Fiance Visa is easier.

Ok, your problem is not easy to solve. U.S embassy in Cairo does not easily grant visas to young males from the arab world in the post 9/11 era. The person has to demonstrate that he has a stable job, income and his background check has to be clear.

If you are simply asking why, then the one answer is that it is a general procedure and a lot of young males, not just your fiance that suffer from it. A young, arab, muslim male is a potential terrorist. Unless he has a good, stable job and income, he is considered a threat.

Hope the above clarifies

Each type of visa has a different designated purpose. If he is your fiancee, he is presumed to be an intending immigrant, so they cannot issue a tourist visa to him; you need to either petition for a K-1 visa for him, or get married outside the US and then petition for a K-3 visa for him.
