You don't use badges, they automatically change stats. As for getting cut, I don't remember.

Badges aren't a direct effect, the badge allows you to teach your pokemon how to cut once you find the HM to do so. an HM is an item that allows you to permanently teach your pokemon a skill, that is used to get to new areas, as well as an attack for use in battle.
To get HM1 cut, go north of Cerulean city, up nugget bridge, then to your right through a small area filled with trainers. Once you finish getting through them, there's a small house, with what seems to be a pokemon inside, it's actually a person, talk to him to help him get out of his suit, then go to his computer to activate his machine. When he comes out, he'll thank you and give you a Cruise ticket for a ship called the S.S. Anne. Go south from cerulan city to the next town, then south and east of that town to the docks of the ship.
Once you get to the docks, you can show your ticket, and board the ship, you mess around on the ship, battling trainers and finding items, until you get to the last room, the captains room, he's sea sick, you read a book on the table which tells you how to cure his seasickness, then he'll give you HM1 cut.

You can't use cut until you have been on the H.M.S. The Captain is downstairs and he is feeling seasick. All that you have to do is rub his back and he will be healthy again. As a reward for curing him, he will give you HM01 Cut. This is the first HM you will get. The badges just give you the ability to use this and does not actually give you the ability.

For cutting down the bush you need the HM cut
For getting around you need to go in the rought above town help bill and then go to the house that has ben robbed there is a hole in the back wall coused by Team rocket so you can get trought there!

Being part of the pokemon generation, it is SO pathetic that I know this. You need "cut" to get through the bushes. To get cut, you have to go across the long bridge, beat all the masters, and then go inside the house. I know that cut is either there or in one of the houses in Cer. City, i think.

i think in your item menu, boot the tm1 which is cut and choose the pokemon you are gonna teach it to
