my fiancee lives in Ghana the travel agent told her she has to have at least 1400.00 $ for declaration money or they wont allow her on the plane to fly to the USA, is that true?

Oh they will allow her on the plane in ghana alright,its your american immigration that wont allow her to enter if she cant give proof of how she will support herself.If you can be on hand at the airport to speak to them and assure them she will be supported by you ,she will not need to have cash on her.
Check the requirements and make sure she knows all about what you do in America etc.
As to wether its a scam or not ,I suppose you cant be too careful,I am assuming this is someone you know well.
The average ghanaian will want to come to the US so even if her intentions were wrong,she will still want to make the journey.

The American Consulate may want to see bank statements before giving her a visa. Or some other proof that she has reason to return to Ghana. Applying for a Visa can be very expensive in Africa. They may also ask her how she plans to support herself while there as she passes through American customs. I would phone your local American Consulate and look at the INS website http://travel.state.gov/
