I think you're talking about Mike Jones. However, a lot of the Houston rappers use that effect. It's called "screwed down". That style was made popular in Houston by DJ Screw (r.i.p.) years back.

Is the song "Back then they didn't want me, now I'm hot, they all on me", or is it "Know What I'm Sayin'?" If it's one of those songs, then it's Mike Jones.

i heard an insane sound by 8 ball (the original) where he was blabbing on about something and it would get all slow and deep and bust out into high pitched laughter..creepy.
