a few years...it depends on how quickly you pick up the foundation, and how quickly you can adapt to emerging languages and stuff like that.
*IF* you're talking about just the coding/programming.
But the other half of web design is strong design skills -- which may take a while if you've never learned design fundamentals before.

it depends on the technologies u r willing to use
if u r talking abt academic learn, it will take abt 4 years
but in the other hand, u may learn some technologies in couple of months
