Sometimes it's just a bad batch of DVDs.

Tip: Decode movie first, then convert to an iso file before burning to disk.

Simple your DVD is not converted properly. Use Nero much better. Nero can verifies data stream when it burn it to DVD.

as the others have said but burn the disc at the slowest speed possible /or use dvdrw 1st then copy disc again at the slowest speed.
you get a much smoother write.
