Massachusetts has particularly stringent insurance regulations. Geico chooses not to sell there, as do many other companies. New Jersey is another state that many companies avoid.
In Mass, rate increases are very difficult for companies to get (meaning that it's easy for them to lose money) and there are mandates on how much you can rate up bad drivers and who you can refuse to cover. So Geico took its ball and went home.
