If you are just trimming it, a lot of people do it while the baby is napping. My sister swears by trimming her kids' hair while they are in the bathtub (already damp, and kids think it is fun). Personally, I always just trim my kids' hair while they are sitting on my lap.
If you want to to cut it because he has too much hair for the summer, just take the clippers and buzz it off. Most little guys don't mind that. You will probably want to have someone hold him on their lap and make faces in the mirror while you do it.

My son needed haircuts from the time he was 6 mos old, and has needed them every month.
What I found to make the experience manageable is to make sure the barber will let the child sit on your lap during the cut. This will make him feel more secure. (Call ahead, as some hair-cutting places won't allow kids to sit on parents lap...duh, don't know why!).
Also at that age, my son LOVED the Veggie Tales Silly songs movie. He would watch it MESMERIZED. So I brought our portable DVD player, and played his movie for him, while he sat on Dada's lap and got his haircut. It totally took his mind off the anxiety of the haircut, and he acted as though it wasn't even happening! If barber needed him to 'chin down', I would move the movie down by his feet so he'd look down. It was way easy!
Ask the barber for the first couple of visits, to just give him a scissor cut. Introducing the electric shears the first time, and insisting that the kid let a stranger hold "that scary buzzing machine" to his little head can be TRAUMATIZING. You will no doubt have a screaming objecting, scared little boy. Get him used the experience first with a simple gentle scissor cut. After 3 or 4 times, then try bringing the electric clippers into the picture.
It also helps to bring his 'special stuffed animal" or toy (even a truck would work!) and let the barber pretend to give it a haircut first. So he can see that his toy is getting a haircut, and how good his toy is behaving, and maybe he will be more willing to take his turn.

the easiest way., from experience is to do it while he's asleep. you may end up doing the sides during 2 different naps and thus it looks different on each side for a few hours, but it works.

ha i dont think there is an easy way to do that one with that young of a kid. it took me and my husband to cut are sons hair for the first time. try taking him to a hair cutting place that specaly does young kids

I used to do it when my son was strapped in the highchair and distracted him with a really neat toy (or interesting object) or had someone else distract him.

While he is asleep. No need for a salon. just snip off the long hairs in front of his eyes.

if you don't want a barber to do it, then maybe wait until he's asleep,then have somebody hold him while you cut, that way he's not squriming to get away and you don't have any accidents

My son never sat still long enough, so I would put him in his high chair it worked pretty good.
