technically, it goes by where the ball is, but as an official, its almost impossible to tell exactly where the ball is, unless your parrallel to the keeper, so i usuallu just use the gk's feet as a referance.

My understanding of the rules is that the feet must be inside the box. If they are, then there is no foul. Now, having said that, I can't think of a situation where I would be that close to the edge of the box and standing still. And since I would be moving, my momentum would more than likely carry me outside the box and a penalty would be called, assuming my hands were still on the ball.

It is the ball that is in play or not. Thats an interesting point. watch a lot of goalkeepers these days when they hoof the ball at the end of their area. Are they falling foul or not

he cant touch it outside the box,
if he does its an automatic penalty kick for the opposite team, a yellow card would probably not be issued but it could be under certain circumstances (was it his last resort before a striker got to it, has he done it before, the referees mood etc...)

depending on the situation he will most likely be sent off. 90% chance. If it is intensional and if the ball is headed towards goal or if he is doing it to protect his goal from another player. But no definetely not a PK.

As long as his feet are insie the box i'm almost positive it's legal, but if his feet are out it's a penalty.

it is where the ball is that matters, now dependingon the action, if the fault prevents a goal it is a red card, if it does not it is yellow.
