Actually, over the time... some players and some important actors of the soccer world, have always complained about the FIFA, not only for referees designation, but for overall policies.
A few years ago, Maradona followed by other "controvertial" and non controvertial players ( Eric Cantona, George Weah, Gianluca Vialli, Gianfranco Zola, Laurent Blanc, Thomas Brolin, Rai, Ciro Ferrara y Michael Preud'Homme) created a Soccer Union agaisnt FIFA.

because this was the first world cup with the new rules. theyll be better the next time.
