Most Californians think it is until they find out it is NOT. In fact, you can be arrested & jailed if the owner of the business or property wants to press charges on you. I have been given warnings, but never a citation or an arrest because I put the items in question back into the dumpster, left & did not return to the dumpster. It is risky business & although I can see their side of the issue, what's wrong with lightening the load in the dumpster & the landfill? Insurance & property damage play a big part in all of this, & many Robberies have a look-out who uses the dumpster area as a reason to scope the place out! Added Later: Another fact that people should know is that the Company who owns the Dumpster & provides the pick-up service considers the contents of the container to be their property, just as the City & County agencies consider anything in the alley, on the sidewalk, or in the street to be their property & even when it reaches the local landfill area, the salvage rights prohibit anyone from removing anything that has arrived at the dump site!

Why would you want? Get a life. Put the time you would use diving in a dumpster to constructive use.

I believe it is between the hours of 8:00 am and 5:30 pm Monday thru Friday, but not on weekends or holidays. But I could be wrong about that.
