This has to be the best question I have read on Yahoo! Answers because there is NO answer.
ScienceBob (2006) reports that it is a matter of perspective and zoologists cannot even agree. The arguments behind zebras being white with black stripes are 1) the zebra's belly is white and 2) zebra crossings are names after zebras.
However, many species have light bellies regardless of their colors, so this theory does not hold water (Loy, 1999). Also, a zebra crossing consists of white lines painted on black pavement, so that contradicts the theory as well.
Furthermore, the wikipedia references are contradictory...the main article (1) says white with black stripes and talks about the zebra crossings, which we know are black with white stripes (see photo in 2nd wikipedia reference). Also, the wikipedia discussion tab notes black with white stripes (3).
Others purport that zebras are black with white stripes because their skin is black. Finally, the best answer I found was from Duke University--the zebra has both black and white stripes.
As a result, there is no conclusive answer....there are as many answers as a zebra has stripes ;)

They are white with black stripes (as alot have said).I don`t know why I hear this question so much because I think it`d be very clear that`s it`s white (belly and such all white and connect) where the black parts are shaped as stripes and stop and points.

It is white with black stripes, because if you look, you can see that the white part connects in some places.

27, 28, 29, 30. Hmm, Thirty. You have thirty black stripes and only twenty-nine white ones. You are black with white stripes. Mystery solved. Good night!
This is what Alex said to Marty in Madagascar.

Zebras (members of the Horse family), are native to central and southern Africa. They are white with black stripes (hence the zebra crossing named after it) on the forequarters, often tending towards the horizontal at the rear of the animal.
