it sounds like it might be low on freon, take it to an air conditioner tech and have it serviced

this is because the charge of 134a(freon) is low and there is not enough to transfer the heat out the car on high speed

hmm...you may need your a/c recharged. try changing the dial to recirculate the already cool air (in your car) in the meantime.
