I had an older sister to be murdered by her husband in 1957 or58 and I have this intense feeling all my adult years to open a domestic shelter in her name. but I don't know where to began. Please help me.

Why don't you go to one in a big city, and start asking questions. Make sure you secure funding for this, because they're usually underfunded. It's a shame, because I believe they're vital. It may be a good idea also to retain a lawyer, to make sure everything is legal. Another resource is to talk to a the police, especially if they have an officer or department that specializes in domestic abuse. It's very important to get on the police department's "good side", which I'm sure you will. This is a huge but very important undertaking....I wish you the best of luck with this.......
