I'd have to go with the public restroom. In there you at least have a chance of someone coming in and they could pass you some. In the plane bathroom what would you do, open the door and yell out for some paper? lol

Public because with any luck at all someone will go into the stall next to mine and I will say to this person..."I am sorry to brother you but please pass me some TP"
I usually keep wipes or tissues in my purse so if this happens I am not in a difficult situation.

Public bathroom, I could get more from a neighboring stall. On a plane I'd have to summon a flight attendant to hand me toilet paper through the door, that's too awkward.
