Nebraska is the 20th flattest state, here are the flattest states in order. If you only drive I-80, you would think Nebraska is very flat, but off the main highways are lots of river bluffs (i.e. Missouri and Niobrara Rivers), canyons-rocky bluffs and the Sandhills. Very interesting terrain near the Badlands in NW Nebr. in the Panhandle.

From there, they compared each state’s percentage of flatness—and ranked them. The top 10 flattest states, per their results (and ranked according to their total flat, flatter, and flattest designations):

Florida
Illinois
North Dakota
Louisiana
Minnesota
Delaware
Kansas

Texas

Nevada
Indiana

I would say Indiana may be on the list. The top 2 thirds of the state is very, very flat.

Louisiana would have to be among the top five. And I agree with the other person. Arkansas has the Ozarks. It is not flat.
