Do up your eyes with a thick line of bold eyeshadow below the lid. (I use a smoky purple most of the time, but gold, orange, and grey look good on me too because I have green eyes.) Having well contoured and defined brows is important for a sharp, modern look. I use a white shimmer eyeshadow just under the browline to help define and give depth. Go into a make-up counter at the mall that carries Stila or Smashbox cosmetics, and have the girl help you define a style you like and feel comfortable with. You don't need to regularly put on mascara, foundation, or blush. A lip gloss in a funky color can be fun, but stay away from heavy lipstick that can make you look too old. I have a great light green gloss that looks suprisingly natural and a little shimmery, but it is still different enough to feel a little punk. You might also want to do some research online for what kind of a look you like. A good look for goth/retro/punk is based on some of the flapper actresses from the 1920's like Clara Bow. (Check out the Fritz Lang movie, "Metropolis" for some cool retro looks!) Most good hair salons will be able to help you contour your brows, too if you take in a picture of something you like. Have fun, and don't get in trouble with your parents or your school! Believe me, there are other ways to express your individuality if you're not allowed to wear make-up yet.

well you can either just wear no makeup... or you can use little bits of natural colors for your skin and then load on the eyeliner and maybe use some eyeshadow (either black or funky colors is punkish)
then again, the entire meaning of punk is to go against society and the majority and do whatever YOU believe in and YOU want to do... don't care what others think as long as YOU like yourself and like it.
otherwise it's not exactly true punk.

well first off, you should get to know your face, and get to know what looks good, and then make it looke even better, start using different darker, or brighter shades, u can use lipstick on your eyelids to keep the powder on longer, make sure you have good eyebrows, and good skin, cause it will make for a very sexy punk look, and dont over do it, use dark colors, and stuff, but there is no need to look ugly, i dont think thats the look you are going for, prehaps even a lighter shade of foundation, or powder, darker lips, and fat eyelashes, with nice dark, evened out eyeshadow, nice sharp eyebrows,
but get to know what you look like, draw your self, know if you have a mole, play it up, know if your eyes are a bit off center, lol im sure they are not, but its good to know, and you will master your face and what looks good, i LOVE make up,

you need to use a founation that perfectly matches your skin and use a natural blush. but you can go totally out with your eye mak-up just make sure the tecture of the eyeshadows and liners are soft because if they are really clumpy it wil not look naural at all. try using neutrogena eyeshadows and liner just choose the darky shades you will always look natural with neutrogena.

For foundation, try a mineral-based makeup like Bare Escentuals. It comes in powder form but covers well, and I like that it feels light and doesn't clog my pores. Start with that, and then you can add dark eyeshadow and eyeliner if you'd like.
