All legal retail sales of iPods have fixed prices by Apple, so "shopping around" doesn't really help you to find a cheaper price. However stores sometimes get around that a bit to compete with each by including other free stuff.

So the only way that you're going to legally get an iPod for a significantly discounted price is to buy it from a person who wants to sell theirs (like on eBay, which I know you didn't want to do...maybe try Cragislist, if there's one for your area?).
