Try Value Village or Goodwill
Good vintage clothing can be found at discount stores.(if you live in a very populated-urban city ie. LA/Seattle/New York you can also try Buffalo Exchange,its all discount clothing and its a great place to shop period).
Or try hand-me-downs from friends/family.You can also go to concerts and buy shirts/sweatshirts/jackets if you have enough money from the bands you like.

Yes, hot topic is good if you're a corporate sell-out, or if you're a "true" punk, try the Salvation Army, Good Will, Once and Again Shop

Hot Topic is the best place for clothes and journeys for shoes. My friend is punk and that's where all her clothes are from.

Buy cheap, fairly plain clothes (second hand, or at a place like Target or Walmart) and then customize them yourself. If you can sew, even a little, you can really go crazy, too. I used to do that all the time. Have fun!
