They don't understands what they did in reference to victims and society. These people can be very dangerous to others. If they perceive weakness they will strike without warning. If you get in there way. They need to feel pain to learn boundaries! Talking will not do.To do damage to other and knot care or even think it was wronger.There are people like that. It was a mental illness but not anymore because they act on there owe free will, on purpose. Knowingly, with intent, pre-conceived, and all that other stuff that makes evil.

My guess is to show historical tendencies, and willful malicious misconduct to others, to help the criminal justice system decide intent to do harm.
