Assuming it is a fungus, can I kill it or is my plant going to die? How do I prevent this in the future?

I repotted the plant in miracle grow potting soil about a year ago when I got the plant.

Do the little white specks move? If they do you have white flies. They are treated with an insecticidal soap.

If you have a good garden center, you can take the plant in and they can help you research the problem.

By the way, how is the CAT??

repot, your plant in a moist potting soil that reads potting soil on the bag not compost soil, which I'm sure is what happened,and if you bought the wholoe plant allready like that,then I personnally would of repotted it, they are usually root bound by the time it's bought.
