.....children play in parks and sometimes run around chasing things ...they forget everything and would run across roads without looking etc....the fence keeps them safe doh..!!

Because they're dangerous at night. It prevents people from wandering thoughtlessly across them, and being dragged into bushes.
It also helps keep kids anddogs from disappearing, and means if you do lose one or the other in the park, there are only fixed points they could leave from.
Likewise it marks the territory the parkwarden/park police should be patrolling to keep it nice.

Maybe to stop people driving on them? Cos if there isn't a fence and a load of gypsies come in with their trailers then it's perfectly legal, but if they break any fences then they can be kicked off.

I think that the powers that be just like everything to have a beginning (the gate or opening), a middle (the park itself) and an end(the exit or another opening).
I suppose it a bit like a security blanket! Or maybe a fear of dis-organisation?! (Everything in it's place and a place for everything!) Sad really!

i have wondered that to i think its because thay don't want us to just walkin at any point so we have to walk to the entrance then walk around or thay are just control freaks
