Truth is it should come over the top so its easier to see where the end is assuming it doesn't dangle loose so your not fumbling around trying to get it. No Big Deal. However, it is critical that the last person to empty the roll replace it, and I will never, never, ever give up on my quest to see that all men learn to raise the seat before and lower it after...

A lot of tp has a pattern on it in which it comes over the top to be the correct way, but mostly it is a matter of preference.
