The state of blue balls comes about when those two little guys have too much blood sharing their surrounding sack. to never have sex can cause you to get blue balls at certain times if you become 'excited' but do no ejaculate. but blue balls is not a disease as your question makes it sound like. Its just the discomfort of what i have explained.
