for premium sites, check out powweb, they can build almost any kind of site (blogger, chat forum, bboards, ecommerce shopping site etc ) . they have predesigned full scale sites if you are willing to pay a small monthly fee (like 7 bucks amonth)

animationfactory.com has some free animation, most you have to be a member but there's some good stuff. Geocities has a free website to build a web page.

I agree. I have used Tripod in the past, and I was very happy with it. That's because I knew little about web design and code. This makes it very easy.
